“Environment deserves care – ERR ON SIDE of caution when it comes to dealing with sensitive ecosystems
Nanaimo News Bulletin Editorial dated June 12, 2008:
The City of Nanaimo would do well to pay heed to federal Environment Minister John Baird’s assessment of a trail through Jingle Pot Marsh.
Although the city followed proper process and appears to have done nothing wrong in building the trail … it’s also apparent things could have been done better.
Baird says as much in his response to a Nanaimo environmentalist who has doggedly pursued the issue since before the trail was finished, in October 2006.
But it’s also clear the federal guidelines from Environmental Canada – Baird’s opportunity – could be vastly improved.
With knowledge and awareness of the environmental improving almost daily, federal policies need to be updated regularly to ensure they reflect the most current situation.
Instead stewards and cities alike are navigating a quagmire of information, none of its offering clear direction.
In this case, it’s still not clear if any irreparable damage was done. Nor whether there’s a need for remediation.
But given everyone’s increasing sensitivity to environmental issues and concerns, the city should look at this as a learning opportunity.
If there is a chance to err on the side of caution, on the side of the environment, perhaps that opportunity should be embraced.
In Jingle Pot Marsh, original plans called for a boardwalk, yet the final product was asphalt. Less invasive material have been used in other sensitive ecosystems, why not here?
Regardless of what this marsh once was, it is now another of many delicate ecosystems within our city. They all deserve to be treated with sensitivity.”
